This is the 1st option to try because of the sheer number of the codes for want you want for grand turismo 4. If you have any issues with codebraker or gameshark i will make a pnach file but it will take awhile with the number of license codes.

I'm a little late here but I found this thread on Google. I finally figured it out and thought I'd post for you or anyone else having trouble. During normal play this is recommended for Emulation Settings. • EE/IOP clamping mode to FULL • VU clamping mode to EXTRA This fixes numerous display issues such as spiky polygon syndrome, missing menu letters, and missing interval times during the race. During rolling starts it also gets rid of the GET READY TO DRIVE thing after the start. For whatever reason those two settings make some licenses crash. To get your licenses to run you must return the two settings above to NORMAL.

You'll have the problems I mentioned but the game will be 100% playable and you should have no problems with licenses. After you are done you can easily switch the settings back for racing.

Make sure you have the latest version! The team is constantly making changes, and even if it doesn’t seem important it may fix your problem! After 13 years PCSX2 is finally out of beta! Just about all of the PS2 library runs flawlessly or with a few minor issues that can be fixed with settings in the emulator. You will need a PC no older than 2 years old to get the games running at 60 FPS. You can use an older computer, but may not be able to run graphics-heavy games like Killzone, Black, Final Fantasy X, or Devil May Cry.

You may be able to run other games like 2D RPG’s such Ar Tennelico, Tales of Symphonia, as well as simpler games like Amplitude, Frequency, or Odin Sphere. Here’s what you should at least have to get the games running smoothly. The games are unplayable at 60 FPS and you experience the games in slow-motion. Instead of serious jerking around like in PC games, the emulator will just play everything in slow-motion and voices sound like they’re drunk.
